GST Compensation: Centre's bizarre stand *

When
the GST was introduced, the states virtually gave up
their constitutional power to levy indirect taxes. The
GST, however, having been singularly unsuccessful in
garnering revenue, the GST cess which is supposed to
finance the promised compensation payment to states
has also failed to garner adequate revenue.
