The
Centre could borrow and compensate the states, and finance
that borrowing from future revenues accruing to the
cess fund, but the Centre went ahead with its decision
to stop the transfer of compensation to the states to
cover the shortfall in state-level Good and Services
Tax (GST) revenues.
